Oculina

Oculina is a planned two-tower condominium at 3700 Broadway in Riviera Beach, on the former Winn-Dixie site at Broadway and Silver Beach Road. It sits at the north end of the city, just south of Nautilus 220 in Lake Park and close to Lake Park Harbor Marina and the Intracoastal Waterway. Forest Development, led by managing partner Peter Baytarian, is the developer. R+N Architecture designed the project and Insite Studio is the planning firm. Forest co-developed Nautilus 220 across Silver Beach Road, and Oculina follows the same twin-tower approach. Plans call for 399 condominium residences in two 25-story towers, up to 300 feet tall, joined by a six-story podium. Plans filed in 2024 described homes from studios to three bedrooms; residence sizes and floor plans have not been released. The project totals about 1.34 million square feet and adds about 17,120 square feet of restaurants, 11,000 square feet of offices and 9,680 square feet of retail along Broadway. Planned amenities include several pools, one of them on the roof of the southern tower, plus a bowling alley, a recording studio and a fitness center. Parking is in the podium garage. Released renderings show white towers with curved glass balconies above a landscaped podium. Forest, through Silver Beach Road Partners, bought the 3.4-acre site in 2021 for $7.3 million. The City Council gave the land-use change a 4-1 first vote in August 2024 and unanimously approved the project's resolutions in May 2025, after Forest agreed to pay about $5 million into the city's affordable housing fund for added height and density. In May 2026, Baytarian told the council he was about to seek a permit to demolish the old shopping center building for an Oculina sales center, and told Commercial Observer that prices would start around $1.4 million and run to just under $5 million. Construction start and completion dates have not been announced.
