Oculina Riviera Beach: Twin-Tower Pre-Construction Condo Guide (2026)

Oculina is a planned two-tower condominium with 399 residences at 3700 Broadway in Riviera Beach, on the mainland at the corner of Broadway and Silver Beach Road. The site is the former Winn-Dixie at the tip of a strip center, about 250 meters south of Nautilus 220, the twin-tower condo Forest co-developed in Lake Park, which opened in 2026. Forest Development, led by managing partner Peter Baytarian, is the developer. R+N Architecture, which also designed Nautilus 220, is the architect, and Insite Studio is the planner. You may also see it called Oculina Towers or Oculina Condos Riviera Beach.

The Riviera Beach City Council approved the project in May 2025. In May 2026, Baytarian told Commercial Observer that prices would start at roughly $1.4 million and run to just under $5 million. There is no official website or sales material yet, and no groundbreaking or completion date has been announced. The design details below come from the 2023 and 2024 city filings, so treat them as a guide to the plan, not a final spec.

These figures come from Stet News's November 2023 report, Florida YIMBY's July 2024 report on the plans, The Real Deal's 2025 and 2026 coverage, and Commercial Observer's May 2026 interview with Baytarian.

Residences and sizes

With 399 residences, Oculina is a larger project than its neighbor. Nautilus 220 has 330. Baytarian described Oculina in May 2026 as "just under 400 units, 300 feet high."

The 2024 plans described homes from studios to three bedrooms. No residence sizes or floor plans have been released, so expect the mix to be refined before sales open.

The useful reference point is Nautilus 220, where Forest and its partner sold two- and three-bedroom homes. Baytarian told Commercial Observer in May 2026 that Oculina's plans include summer kitchens on the big balconies and no bathtub in many of the smaller units, so expect a spread of sizes rather than one type of home.

Architecture and project renderings

R+N Architecture's design sets two white towers with curved glass balconies on a six-story podium. The podium holds the parking garage, and the plans add restaurants, offices and shops. The whole project totals about 1.34 million square feet.

Project renderings by R+N Architecture from the developer's 2023 to 2024 submission to the City of Riviera Beach.

Only two renderings have been made public, both from the city filings. They show the towers from Broadway and from above the water. Expect a fuller set once Forest opens a sales center.

Planned amenities and commercial space

The 2024 plans, as reported by Florida YIMBY, include:

  • Several pools, including a rooftop pool on the southern tower.
  • A bowling alley.
  • A recording studio.
  • A fitness center.

The plans also add about 17,120 square feet of restaurants, 11,000 square feet of offices and 9,680 square feet of retail, so the project mixes dining, offices and shops with the residences.

Parking sits in the podium garage. Ask for the final space count and how many spaces come with each residence.

None of the amenities has been confirmed in sales materials yet, because there are none. Treat the list as the filed plan.

Location: 3700 Broadway

Oculina sits at the north end of Riviera Beach on the mainland, close to Lake Park Harbor Marina and the Intracoastal. Silver Beach Road divides it from Nautilus 220, which is in the Town of Lake Park. Singer Island and the ocean are across the Intracoastal to the east.

That puts Oculina between two kinds of buyers' options:

We do not have a separate Riviera Beach neighborhood guide yet. Our Palm Beach Gardens and West Palm Beach guides cover the markets on either side.

Project status and timeline

  • 2021: Forest Development, through the entity Silver Beach Road Partners, bought the site for $7.3 million.
  • November 2023: Stet News reported the first plans for a 399-unit project.
  • July 2024: Florida YIMBY reported the plans in detail: two 25-story towers on a six-story podium.
  • August 2024: The City Council gave the land-use change a 4-1 first vote, subject to state review before final consideration.
  • May 2025: The City Council unanimously approved a pair of resolutions for Oculina. Under the city's Minority Employment and Affordable Housing Opportunity Program, Forest agreed to pay about $5 million into the city's affordable housing fund in exchange for added height and density, and the city agreed to replat the site.
  • May 2026: Baytarian gave Commercial Observer the price guidance above, saying prices per square foot would be similar to Nautilus 220. The Real Deal reported that he told the council he was about to seek a permit to demolish the former Winn-Dixie shopping center building for an Oculina sales center.

As of November 2026, we have found no permit issued, no sales center open and no groundbreaking.

Oculina vs. nearby projects

Nautilus 220's sales figures come from Commercial Observer's May 2026 report, which put the building about 90 percent sold at prices from $620,000 to $4.3 million. Details for the other buildings come from our guides to Nautilus 220, VistaBlue and Mandarin Oriental Residences.

Nautilus 220 is the obvious benchmark. Same developer, same architect, same twin-tower plan, same corner of the county. Baytarian has said Oculina will price at a similar rate per square foot. The difference for a buyer is timing: Nautilus is finished and you can walk it today, while Oculina has not started selling.

How to prepare for Oculina

  1. Join the waitlist on the Oculina building page so you hear when the sales center opens and prices are published.
  2. Tour Nautilus 220. It is the closest preview of what Forest and R+N build. Look at finishes, layouts and the amenity deck, and read our Nautilus 220 guide.
  3. Wait for the final plans. The unit mix comes from 2024 filings, and sizes have not been released. Confirm the unit mix, parking and amenity list when sales materials are released.
  4. Ask about the construction timeline and deposits in writing once there is a contract to read. Our guide on why buy pre-construction covers the questions to ask.
