Bay Harbor Villas: 20-Townhome Indian Creek Enclave Pre-Construction Buyer's Guide (2026)

Bay Harbor Villas is a 20-townhome pre-construction project at 10190 East Bay Harbor Drive on the Indian Creek waterfront in Bay Harbor Islands. Developed by Chicago-based Regency Development Group with architecture and interior design by Kobi Karp, interior styling by Arhidiza, and landscape design by Enzo Enea, it is structured as a condominium-managed townhome community rather than a traditional condo tower.

The 20 villas sit across two three-story buildings on a single waterfront parcel. Each villa runs the full three floors with a private internal elevator, a climate-controlled two-car garage with direct entry, and a private rooftop terrace with summer kitchen and optional plunge pool. Layouts span three- and four-bedroom plans from roughly 2,200 to 3,000+ square feet. Delivery is targeted for late 2026.

This is Regency's second Bay Harbor Islands project. The firm broke ground on La Mare -- a three-collection condo program totaling 51 units across the Regency, Signature, and Bay Collections -- in late 2024 with $55.7M in JLL-arranged construction financing. Bay Harbor Villas is the smaller, denser-scale companion to that flagship.

Where is Bay Harbor Villas?

The site sits at 10190 East Bay Harbor Drive, on the east island of Bay Harbor Islands, fronting Indian Creek waterway to the rear. Bay Harbor Islands is a two-island municipality between mainland Miami and the Atlantic, connected by the Broad Causeway to the west and the 96th Street bridge to Bal Harbour to the east.

From the parcel, residents are within a 10-minute walk of:

  • Ruth K. Broad Bay Harbor K-8 Center at 1155 93rd Street, an A-rated Miami-Dade public school with a Gifted & Talented program (9/10 on GreatSchools, A rating on Niche)
  • Kane Concourse, the island's main commercial spine along 96th Street, with restaurants, cafes, and neighborhood services
  • Officer Scott A. Winters Park and 92nd Street Park
  • The Shul of Bal Harbour

By car, Bal Harbour Shops is roughly four minutes east across the bridge, Surfside Beach about seven minutes south, and Aventura Mall about 12 minutes north. The Broad Causeway puts I-95 within a 10-minute drive, with the Design District roughly 18 minutes south.

Who's Behind Bay Harbor Villas?

The developer is Regency Development Group, a Chicago-based family-run firm with more than 20 years of development experience. Bay Harbor Islands is Regency's first South Florida market, entered with the La Mare flagship at 1135-1175 103rd Street. La Mare comprises three collections totaling 51 condominiums:

  • Regency Collection -- 33 units across eight stories, 1,600 to 4,300 sf
  • Signature Collection -- nine waterfront residences, 2,200 to 4,300 sf
  • Bay Collection -- nine three- to four-bedroom units, reported pricing $3.975M to $9M

Regency landed a $55.7M JLL-arranged construction loan for La Mare and broke ground in September 2024. Bay Harbor Villas extends the same developer/architect partnership to a lower-density townhome product on a separate parcel.

The architect on both projects is Kobi Karp Architecture & Interior Design, the Miami firm Karp founded in 1996. Karp's portfolio across Miami includes oceanfront and bay-front residential towers, hospitality, and mixed-use projects.

The landscape architect is Enzo Enea of Enea Garden Design, the Swiss firm Enea founded in 1993. Enea's signature work in Florida includes the Miami-Dade County Park at Brickell and a portfolio of private estates. The Bay Harbor Villas grounds program leans on Enea's gallery-trained approach to outdoor sequencing -- gates, axial views, sculptural plant placement.

Architecture and Design

The two buildings are three stories each, with the 20 villas split between them. Each villa is a vertical townhouse rather than a stacked flat: living and kitchen levels run continuously from ground floor up through the rooftop terrace, with the internal elevator and stair serving all three floors plus the roof deck.

Floor-to-ceiling impact glass runs across the living levels, and ceilings reach 10 feet on the main living floor. Material specs released for the project include large-format porcelain or wide-plank wood flooring, Italkraft (or comparable European) custom kitchens, and Sub-Zero and Wolf appliance packages. Primary bathrooms get freestanding tubs and rain showers, and the smart-home wiring extends to lighting, climate, and audio-visual.

The exterior massing draws on a low-rise, modern-coastal vocabulary -- horizontal banding, recessed terraces, white and warm-stone facades, deep shade overhangs on the rooftop level. The Enea landscape stitches the two buildings into a single garden, with hedge-lined entries and a waterfront promenade running the length of the Indian Creek frontage.

The Residences

The 20 villas program splits into three- and four-bedroom plans:

  • Three-bedroom layouts from roughly 2,200 sf
  • Four-bedroom layouts up to 3,000+ sf
  • Private internal elevator in every villa, serving all three floors plus the rooftop deck
  • Two-car climate-controlled garage with direct entry
  • Rooftop terrace with summer kitchen and optional plunge pool
  • 10-foot ceilings on the main living floor
  • Floor-to-ceiling impact glass
  • Italkraft European cabinetry, Sub-Zero and Wolf appliances
  • Freestanding tubs and rain showers in primary baths
  • Smart-home wiring for lighting, climate, and AV
  • Boat slip available for select residences with bridge-free access through Indian Creek and Haulover Inlet to the Atlantic

Reported pricing runs roughly $3.5M to $4.8M depending on plan, exposure, and slip availability. Confirm current pricing and slip allocation with the sales team before reserving.

Pre-construction townhome pricing typically moves with deposit tier (10 to 50 percent pre-delivery) and floor plan. Confirm the deposit schedule, slip availability, and any condo-association budget assumptions before signing.

Amenities

The amenity program is intentionally light for a 20-villa community -- the building functions more like a small private compound than a high-rise resort:

  • Resort-style pool deck with jacuzzi
  • Technogym fitness center
  • Waterfront promenade along Indian Creek
  • Floating launch dock for kayaks and paddleboards
  • Bicycle storage
  • Private marina with boat slips for select residences
  • Outdoor lounge areas in the Enzo Enea garden program
  • Gated arrival with controlled access

Most of the amenity load shifts inside the villas themselves -- the rooftop summer kitchen, plunge pool, and private elevator do work that a high-rise has to centralize on a shared amenity floor.

How Bay Harbor Villas Compares

Bay Harbor Islands has shifted from a single-family infill market to a boutique condo and townhome market over the last decade. The current pre-construction set splits into three buckets:

ProjectTypeUnitsStatus
Bay Harbor VillasTownhomes20Pre-construction, ~2026/27
La Mare (Regency Collection)Boutique condo33Under construction, ~2026
La Mare (Signature)Boutique condo9Under construction
La Mare (Bay Collection)Boutique condo9Under construction
OndaBoutique condo41Under construction
Solina Bay HarborBoutique condo9Under construction, late 2025
Bay Harbor TowersBoutique condo28Under construction, 2026

A few distinctions:

  • Townhouse, not stacked flat. The 20 villas at this site are vertical homes with their own garages and elevators -- closer in feel to a single-family product than to a condo unit. Most other Bay Harbor pre-construction is mid-rise condo.
  • Walk-to-school proximity. Ruth K. Broad K-8 sits within an easy walk; that matters for families and shapes the resale pool.
  • Private boat slips with bridge-free Atlantic access. Select villas get a slip on the Indian Creek frontage, with no fixed bridges between the marina and Haulover Inlet.
  • Low amenity load. The community is too small for a hotel-style amenity stack, which means lower carrying cost than a high-rise -- but also fewer shared facilities.

The Neighborhood

Bay Harbor Islands is a compact, low-rise municipality of about 6,500 residents across two islands. The east island holds most of the multifamily and commercial product along Kane Concourse; the west island is mostly tree-lined single-family blocks. The municipal scale -- about 0.5 square miles of land -- keeps things walkable in a way that's rare on Miami Beach.

Within a short walk or drive of the villa site:

Schools and community

  • Ruth K. Broad Bay Harbor K-8 Center -- 1155 93rd Street, walk
  • The Shul of Bal Harbour -- walking distance

Dining and cafes (Kane Concourse)

  • The Palm, Emilio's Trattoria, O'Lima, Carbone Vino along the 96th Street commercial corridor

Retail and beach

  • Bal Harbour Shops -- the open-air luxury center across the bridge, with Saks, Neiman Marcus, Chanel, Hermes, and most major European luxury houses
  • Bal Harbour Beach and Surfside Beach -- a few minutes by car or bike

Parks and water

  • Officer Scott A. Winters Park and 92nd Street Park -- short walks
  • Haulover Park and Haulover Inlet -- the bridge-free passage to the Atlantic, about 10 minutes north by boat

Connectivity

  • Broad Causeway -- I-95 in roughly 10 minutes
  • Design District -- ~18 minutes south by car
  • Aventura -- ~12 minutes north
  • Miami International Airport (MIA) -- ~25 minutes via I-195

Buyer Fit

Bay Harbor Villas works for:

  • Families who want single-family-style living with a walk-to-school address and a private garage
  • Boaters who want bridge-free Atlantic access without buying into a single-family waterfront house
  • Buyers cross-shopping a villa or townhouse product rather than a condo flat
  • Owners who want lower amenity carrying cost than a high-rise but still some shared marina, pool, and gym infrastructure
  • Bal Harbour Shops regulars who want to be across the bridge rather than in a high-rise on Collins

It's probably not the right fit for:

  • Buyers who want a 24/7 staffed lobby, branded hotel services, or a sprawling amenity floor
  • Investors targeting short-term rental cash flow -- the rental program is built for owner-occupants and seasonal users
  • Anyone who needs immediate occupancy

Risks for Pre-Construction Buyers

Standard pre-construction risk applies here, plus a few site-specific items:

  • Delivery slippage. Townhome construction is generally less complex than a 60-story tower, but Miami delivery dates have slipped routinely through the cycle. Build in a buffer.
  • Slip allocation. Not every villa gets a slip. Confirm the slip in writing as part of the purchase agreement, and verify the slip dimensions match your vessel.
  • HOA budget at 20 units. A 20-villa community spreads operating cost over a small base. Underwrite the projected HOA against the actual amenity load -- pool service, garden maintenance, marina costs.
  • Developer track record. Regency's first South Florida delivery (La Mare) is still in progress. Track that delivery as a tell for the firm's local execution discipline.
